    Hoover’s legal budget drained in efforts to secure certificate of need for health center

    The City of Hoover may need to allocate additional legal funding in its effort to secure a certificate of need for its ambulatory surgical center or Riverwalk Health and Wellness Center.

    The city council was asked to amend the budget with a $500,000 increase. The council voted to continue the item at the next meeting on 6/3/2024.

    The mayor is quoted saying he believes the process will take around six months, now city officials say it may extend into 2025.

    The process of getting a certificate of need has been much more expensive than the city thought.

    John Lyda – Hoover City Council President said, “Really it’s a result of unforeseen circumstances regarding our certificate of need process. Whether it’s a construction project or CON its sometimes impossible to know what challenges may lay ahead and we certainly did not see opposition to our CON coming in. In fact it came at the eleventh hour.”

    Based on documents provided to us we know the opposition to be Forest Park Group, LLC. They filed for a CON three days before the opposition window closed for a similar facility.

    We are working to get more information on the circumstances behind the CON opposition.
