WEBSTER, Texas (KTRK) — Deputies say they have cited a 53-year-old woman whose dogs are accused of attacking a small dog and its owner on Friday.

It happened at Heritage Park on English Colony Drive and Fife Lane near Webster.

Neighbors tell us they want accountability and action after a woman, who was leaving Heritage Park on Friday afternoon with her 5-year-old dog, was attacked by two unleashed dogs that started to bite them.

The victim says it was a terrifying situation and felt helpless. She says if it wasn’t for people running to help them, she’s unsure if her dog Charlie would be here today.

As the family of the victim started to make sense of what happened, they said they found out these two dogs had attacked another dog earlier this year and another woman and her dog last year.

Neighbors tell ABC13 spoke to said more needs to be done before something worse happens.

The victim said she was bitten in the hands, and they tried to bite her face, where she now has bruises. She said her dog now has stitches on its stomach and back. She asked to remain anonymous out of fear of retaliation by the owner of the dogs that attacked them.

“I grabbed Charlie, and I put him on top of the car. And I’m bleeding, and he’s bleeding,” said the woman who was attacked. “I thought he broke his hips because he couldn’t walk. He was sitting here and was so confused. He’s ok. I’m so glad he’s ok.”

The Harris County Sheriff’s Office says the owner of the dogs that attacked the woman and her dog has been cited for the dog attack. ABC13 was told she already has numerous citations from the county’s animal control department.

She’s expected in court next week on a separate dog case. It’s unclear at this point what the county will do to prevent this from happening again.
